Background
Rebecca W. is the biological mother of two children: J.B. (born April 2013) and E.W. (born January 2016). In June 2020, she was convicted of battery against her child and both children were adjudicated abused. In April 2022, investigators discovered multiple bruises on both children—J.B. had bruises near his eye, cheek, and forearm; E.W. had bruises throughout his body. The children were again adjudicated abused and placed with their maternal grandmother, Diane W.
Rebecca W. was ordered to complete individual therapy, family therapy, parenting services, and psychiatric treatment as part of the reunification plan. In November 2022, she physically assaulted Diane W., resulting in serious injuries and hospitalization. Rebecca W. was convicted of four counts of battery, including aggravated domestic battery causing great bodily harm. The assault devastated the children, with J.B. believing his mother had tried to “kill” his grandmother.
Over the following two years, Rebecca W. showed inconsistent engagement with court-ordered services. She completed some parenting classes and individual therapy but failed to demonstrate understanding of the children’s trauma. She attributed their injuries to them being “rambunctious” or falling into furniture, denying accountability for the abuse. During supervised visitations, she engaged in concerning behaviors: asking leading questions, sharing conspiracy theories (moon landings are faked, water causes cancer), showing favoritism toward E.W., and eventually telling J.B. he was “evil” and “the Antichrist.” By May 2024, J.B.’s therapist recommended he stop visiting, citing emotional abuse.
