Alsyrawan v. DHS — Free Exercise claims do not require a substantial burden
The Pennsylvania Supreme Court held that a public-benefits claimant need not prove a substantial burden to establish a First Amendment Free Exercise claim and remanded for application of the correct forced-choice standard.
